Department of Special Services and Programmes

The history of Army Headquarters Department of Special Services and Programmes (AHQ DSSP) dates back to the Year 2016 when the Offices of the PSO Combat Arms and PSO Logistics Services were created under the Office of the COAS for coordination of NA projects and programmes. The need to harmonise these functions and activities of both offices and streamline their channels of communication led to the establishment of Directorate of Projects and Programmes (DPP) on 28   Nov 16. The DPP was upgraded to a dept status on 2 Jan 18 and subsequently renamed Army Headquarters Department of Projects and Programmes (AHQ DPP). However, AHQ DPP was de-established on 23 Mar 21.

In view of the importance of the functions of the defunct AHQ DPP, AHQ DSSP was established on 10 Jan 22. The new Dept was to perform the responsibilities of the erstwhile AHQ DPP and some additional tasks

The Department is charged with the following responsibilities:

Liaise with Stakeholders of Command Guest Houses (CGH) and other NA Hotels.
The NA has a total of 8 CGH across the country. The CGH are located in Abuja, Apapa, Bauchi, Gusau and Kaduna. Others are in Maiduguri, Yola and Tarkwa Bay (Lagos). A new CGH is nearing completion at Sokoto.
Coordinate the Activities of NA Consultants.
AHQ DSSP is also tasked with coordinating the activities of consultants engaged by the NA for several services. Some of the areas in which consultants are engaged include medical, education and logistics services.
Ensure Command Secondary Schools (CSS) Strictly Adhere to AHQ Directives in Conjunction with AHQ DOAA.
The Department performs oversight functions on CSS in liaison with AHQ DOAA. The oversight function is in the area of ensuring that AHQ directives to the CSS are adhered to.
Coordinate the Activities of Nigerian Army Farms and Ranches Limited (NAFARL).
The NAFARL was established in Jul 17 and later incorporated as a Limited Liability Company in 2018. It is an NA Agro business venture with a vision, “Enhancing National Security through Food Production”. Currently, NAFARL engages in livestock management, pasture development, poultry production, farming activities and dairy production amongst other ventures. The main farm is located at Giri with outposts in Lakushi and Jaji amongst other locations.

Monitor the Implementation of NA Forecast of Events
Monitoring and reporting on all NA Forecast of Events and programmes including training, operations and logistics is a key responsibility of the Dept. The Dept is also tasked to assess troops administration in the field as well as monitor unit combat readiness levels.
Maintenance of NA Facilities.
The Dept is tasked to generate programmes for maintenance of NA facilities. The Dept works in close liaison with AHQ DOAL to identify specific facilities that require urgent maintenance and make recommendations accordingly.
Former Service Chiefs/Retired Lieutenant General Matters.
The Service Chiefs Liaison Office was established to cater for the administration of retired CDS (of NA extraction), former COAS and retired Lt Gens. The office manages the Permanent Escort and Security Units (PESU) attached to the former Service Chiefs as well as cater for their travels, medicals and other statutory benefits.
